DataPower is leading the impact assessment of high-value dataset (HVD)-enabled digital services developed across 15 pilots in eight smart cities. These services address a range of urban challenges, including traffic management and city centre access, the identification and mitigation of heat islands, and the optimisation of LED lighting in relation to public health. Other areas include flood and wildfire monitoring, civil protection responses, the management of invasive plant species hazardous to health, and the coordination of large-scale city fairs and events. Some pilots also explore the use of AI and edge computing to improve road infrastructure management.
A key aspect of these initiatives is the use of HVDs to enhance digital services. DataPower has designed a structured impact assessment system, based detailed analysis of objectives and functions to evaluate how improvements to HVDs contribute to the development and effectiveness of digital services. As both datasets and services evolve over time, the system is designed to track immediate outcomes and also gradual progress.
DataPower is supporting the pilot cities in defining their digital service objectives, identifying appropriate indicators, and developing survey and investigation tools to establish an initial assessment baseline.By providing methodological support and analysis, DataPower is helping BeOpen’s smart city pilots make informed decisions, refine their services, and assess their contribution to urban sustainability and efficiency.
